It looks as if the UDP port 6277 traffic between your DCC client and
the public DCC servers is being blocked.

The automatic DoS defenses or rate limiting at the public DCC servers
block slow responses to DCC clients that send too many requests.
DCC client installations that process more than 100,000 mail
messages/day should run local DCC servers instead of using the
public DCC servers that are intended for small sites.

You did not mention the IP address of your DCC client, so I cannot
check whether it has triggered those DoS defenses of the public DCC
servers.

Firewalls are a more common cause of such problems.  DCC clients
must be able to send to UDP port 6277 at DCC servers and receive
responses.

DCC servers must be able receive and answer requests at their UDP
port 6277 from DCC clients and from dcc-status.rhyolite.com.  They
must also both originate and answer connections to TCP port 6277.
