strange messages

Today my monitoring system alerted me that dcc is not available for 
about 45 minutes. I've found these messages in the logs:

When I;ve tried to go somehow further in the history, I've found similar 
logs about four hours ago, followed by

209.232.100.42,50367: Resource temporarily unavailable

I've never seen such logs before. Should I be worried?

I'm also seeing regular messages about excessive requests these days...
