I just tried
   pax -zrf dcc-dccproc-1.2.58.tar.Z
   cd *58
   ./configure --homedir /tmp/dcc
   mkdir /tmp/dcc
   make install

on a system running 5.2.1-RELEASE-p1 and it all seemed to work.

The maninstall rule is often defined in /usr/share/mk/bsd.man.mk
in FreeBSD systems. Did you delete or somehow not install /usr/share/mk?
