Judging from sendmail/milter.c, the 'Q' is the command that sendmail
is sending to the milter process.

That sendmail is saying "Milter (dcc-milter)" instead of "Milter (dcc)"
implies that you changed the prototype ofthe FEATURE file in misc/dcc.m4.in
What is in your sendmail.cf file instead of

    Xdcc, S=unix:/var/run/dcc/dccm, F=T, T=C:30s;S:30s;R:30s;E:30s

Did you change Milter.macros lines?
