Thank you for accepting my mail!

Because my ISP doesn´t use spam and virus filters I set up a sendmail 
server with avmilter and spamassassin, which work well, but not absolute 
perfect. In addition I´m trying to use dccm.
In the sendmail.mc I use
FEATURE(`dcc')dnl
FEATURE(dccdnsbl)dnl
When I now try to send a mail locally and offline, the mail is rejected

Is that information cached by my local server?

And why the dcc-log shows

When I subcribed I had this

sendmail.cf-->OK: "RELAY"
no answer from dcc3.dcc-servers.net (194.109.153.82,6277) after 0 ms


When this happens locally, what happens on mailservers running dcc?
In my header I always have a 192.168.x.x and in addition a dynamic IP.
