exim local_scan for dccifd

Hello,

For those out there using exim and wanting to use dccifd instead of spawning dccproc processes. I wrote a local_scan function that you can get there:

I've been running it for quite some time now without any major problem so far.

Comments, suggestions and bug reports are welcome.
