My 2 cents; While I share your sentiment about the HTML/XML clutter, my
years of running ISPs have taught me that it's basically impossible to
get end users to change the defaults on something, that from their point
of view, works.  If it works, they don't want to touch it.

I don't know what the right answer is tho.  Stock checksums might help,
but they might aid the spammers as well.
