Somehow /var/dcc/map is empty.  When the directory /var/dcc is empty
and so presumably new, `make install` creates /var/dcc/map.txt and
/var/dcc/map files containing entries for dcc.dcc-servers.net and
localhost.  If /var/dcc/txt is ok, then you can fill /var/dcc/map with
`cdcc "load /var/dcc/map.txt"` If not, something like
`cdcc "add dcc.dcc-servers.net"` will get things started.

/var/dcc/map.txt is merely an ASCII archive of /var/dcc/map generated
with `cdcc info`.
