Are there any signs that sendmail heard dccm ask that the the message
be rejected?  

For example, this is how sendmail 8.12 talks about a successful milter
rejection:

I think sendmail 8.11 did not have the second of those lines, or the
additional lines that can be had by setting O Milter.LogLevel.
