A line like 
    ok	IP 	10.11.20.0/24
is short hand for 
    ok	IP 	10.11.20.0
    ok	IP 	10.11.20.1
    ok	IP 	10.11.20.2
    ...
    ok	IP 	10.11.20.255

To discourage people from misunderstanding whitelists as having
something to do with regular expressions or netmasks (they don't)
and adding millions of checksums (e.g. "ok ip 10.0.0.0/8),
only /24 and smaller blocks (i.e. larger numbers) are allowed.

Thus, to specify all 1024 checksums for the /22 block, you must use
the 4 lines:
    ok	IP 	10.11.20.0/24
    ok	IP 	10.11.21.0/24
    ok	IP 	10.11.22.0/24
    ok	IP 	10.11.23.0/24
