Thanks, I found the bug.

I was setting the right state bit saying that Postfix had provided
the SMTP client IP address but in the wrong word.  In DCC version 1.3.45
that could have caused log files to not have get the Rcpt_To value,
but in 1.3.51 it said that the overall bulk mail thresholds for all
users had been computed and so there was no need to compute them again.
But since they had not been and were zeros...

The fix will be in 1.3.53.
