DCC version 1.3.28/2.3.28 released

I've released 1.2.29 with a fix for this compile-problem, as well
as some of the compiler warnings in this report and the private
report from Thomas Schwanhaeuser about Linux.

What platform are you using?  I ask not because it worked fine on
FreeBSD and Solaris but because of the warnings:
