Can anyone comment on 65.204.15.20 and perhaps ROUTERDOG.COM?

One of the public DCC servers, z.dcc-servers.net has seen
more than 11 million packets from 65.204.15.20 in the last
few hours.  The DoS defense in dccd prevented the destruction
of the database or swamping of outgoing bandwidth, but the server
did stop answering legitimate requests.
