DCC version 1.3.13 released

Version 1.3.13 of the DCC source is in
http://www.dcc-servers.net/dcc/source/dcc.tar.Z  and
http://www.rhyolite.com/anti-spam/dcc/source/dcc.tar.Z

This release is very important for busy DCC servers that have
recently installed 1.3.12 and that do not run dccm or that do not
start dccd with /var/dcc/libexec/start-dccd.


http://www.dcc-servers.net/dcc/CHANGES starts with:
    
    Make default maximum server memory size 2000 MByte on all except IRIX
	and Solaris.
    Fix bug in 1.3.12 that causes dccd flooding thresholds to be 0 if
	dccd is started by hand or without a dccm rejection threshold.

/var/dcc/libexec/updatedcc should automagically fetch, build, and install
this version.
