dccsight -QG as used in the cgi-scripts segfaults

Check the owner and permissions on /var/dcc and the /var/dcc/* files.  The
install script on my BSDI box, which I think is about the same
as everyone else's install script, occasionally makes them owned by root
rather than DCC, and the error messages when it fails can be misleading.
