DCC tarballs

I just realized that the partial tarballs make it hard to use greylisting,
because they do not include dccd.  The partial tarballs exist, because 
in the beginning some people wanted to restrict access to the source for
the DCC server.

Unless someone can offer compelling reasons to the contrary, I am going
to stop building and shipping the partial, dccm and dccproc tarballs.
