bad server-ID

If anyone else is getting errors from those IPs please let me know.

I know I sent rhyolite some bad packets last week.  (For which I apologize)

As I mentioned before, I am doing a Windows port. Apparently I haven't got
the packet format quite right yet.
I thought I had it since I stopped getting errors back but don't want to be
filling up people's logs either.

Speaking of which: My understanding is that DCC does not accept submissions
from anonymous users and submitting non-zero target counts will just fill up
the log.  Am I right on this?
