Version 1.0.47 of the DCC source

Version 1.0.47 of the DCC source is available in
http://www.rhyolite.com/anti-spam/dcc/source/dccd.tar.Z

The most important change is to decode Base64 Content-Transfer-Encoding
to deal with some "hash busting" tactics of a few spammers.

The new Fuz2 checksum, particularly with Base64 decode, has exceeded
my optimistic expectations.
