That sounds like a very good application for using FEATURE(dccdnsbl)
instead of FEATURE(dnsbl) to connect sendmail to the blacklists,
to reject copies of spam from relays not yet listed but after copies
from listed relays.

(In this case, it's probably already being used or doesn't apply.)
