version 1.0.38 of the DCC source

Version 1.0.38 of the DCC source is available in

Many of the changes are described in

There is an important fix for dccm on Solaris and AIX.
Another important change is to the computation of FUZ1 checksums
on messages with MIME multipart boundaries.
