version 1.0.36 of the DCC source

Version 1.0.36 of the DCC source is available in
http://www.rhyolite.com/anti-spam/dcc/source/
with the whole package in 
http://www.rhyolite.com/anti-spam/dcc/source/dcc-dccd.tar.Z

The changes include support for OSF1 on Alphas, a fix for a long standing
bug that caused dccm and dccproc to crash when the local white list
changed, and fixes to brand new bugs in the start_dcc{d,m} scripts.

Unless you are suffering from those bugs, it might be best to wait for
1.0.37.  There are additional changes in 1.0.36 that need testing
and documentation.
